Road Condition Survey Assessment / Audit 

Services provided: 

  • To assess the method of measurement of road condition for unpaved and paved roads at national (TANROADS) and local levels (PMO-RALG) based on existing manuals and practices applied by those organisations.
  • To identify TANROADS and PMO-RALG regional and district offices, at least two of each, which are carrying out road condition surveys and travel with their survey teams to gain an impression on how this work is carried out in practice.
  • To provide an opinion on the adequacy and consistency of these methods of measurement across the regions and districts, and propose any improvements.
  • To provide an opinion on whether these indicators are SMART – Specific, Measureable, Actionable, Relevant, Time-framed.
  • To review whether the measurement of road condition for unpaved roads in terms of percentage good, fair and poor can be applied in a consistent way between different survey teams. If not, then recommendations should be given to use other indicators. These may include travel time (using a standard vehicle) or number of days or hours a road is closed in a month or a year. Or any other appropriate method.
  • To review whether the method of measurement of road condition for paved roads satisfies the SMART criteria. It is understood that roughness index is used by TANROADS for assessing percentages in good, fair or poor condition on annual basis and the consultant will assess the adequacy of the calibration and whether appropriate thresholds are used between these categories, as well as whether this methodology can be adopted as representative for the paved road network in Tanzania.
  • To collect from TANROADS and PMO-RALG the latest road condition information. Review historical road condition data provided over the last 4 years and give an opinion of its accuracy.
  • To hold a workshop to discuss findings for around 30 people.
  • To review the Financing Agreement for the Road Transport SPSP and propose any amendments based on the findings of the assignment
